He's perky!

He's perky! (I'm perky, a student commented?!)

I was just browsing the results (Satisfactory & Very Satisfactory) of my STUDENTS TEACHER ASSESMENT REPORT (STAR) for my two classes this 1st Term (SY 2009-10) and I noticed I got this comment from a student: He's perky!

I don't know if that is positive or negative?! or if I will i take that as a COMPLIMENT?!

I have no idea what the student really meant by it, but for curiosity's sake I checked the Dictionary.com (LLC. Copyright © 2009) and I got these definitions and synonyms:

And there is a lot of ads and signages saying:
THANK YOU FOR NOT BEING PERKY!
Why?! Why?! Why?!
